Well. I don't know how they work in the UK, but in the US, we do have Ballot measures and can vote yes/no on any of them.
We can even vote across party lines, if we like say, a Rep for Pres, but prefer a Dem for congress or house. or even a "3rd party".

While a party may promise certain things, we don't have to vote all in for them and them alone.
