Most Mutant pets are created by using them to make a DNA Mini with the Lab.
Takes a couple tries, costs about 100k, POOF - Mutant.

Not so with Sindis.
There are no DNA Minis made from them.

You also can't Portal/Whirlpool a pet and get Mutant, Prison, or Zombie - these are special 'statuses' the pet takes on.

So that leaves only TWO ways to make a Mutant Sindi -
Mutant Costume
OR
Ench. Mutant Sindi Plushie

The Mutant Costume was released in a set of 50 about four years ago.
There are four left in galleries.
If anyone used one, it was years and years ago and I'm sure most people have forgotten.

Which brings us to the FINAL way you can make a Mutant Sindi - Ench Plushie.
This /is/ how I made mine.
I was talking with Indy after I purchased mine from the lucky person who picked it up from the Machine.
She said this is the first sign that the Mutant LEs are finally being released - up to this point, they weren't working.

SO - I bought the first Ench Mutant Sindi Plushie and used it on my Vedikol.

I'm not saying how much I paid for it, although it was over 10 million MP.

I don't want to constrict the worth of my little unique guy ;P
